That means that the majority of WCC actions will be checked against the powerful OES rule Engine, as described in <a href=\"http:\/\/www.oracle.com\/technetwork\/middleware\/oes\/overview\/oes-wcc-whitepaper-2239181.pdf\">Oracle Entitlements Server and Oracle WebCenter Content<\/a>.
